It serves GIS data as images to client WMS/WFS software and web applications. It is open source. It uses GDAL/OGR to reproject data on-the-fly. It uses all the standard raster and vector data types. I was using MapServer to do a similar project with NOHRSC snow data on the county I work for (until the project was shut down). A last image can be seen at http://www.ironcountyforest.org/wi_snow_depth--big.png .
